Jamiat Ulama-i-Hind Demands immediate central Government Intervention in Assam

New Delhi, 17 July 2025 – a high-level delegation of Jamiat Ulama-i-Hind (JUH) has completed a fact-finding visit to the violence-affected districts of Dhubri and Goalpara in Assam, where thousands of poor Muslim families have been forcibly evicted and left homeless under an ongoing demolition drive.
According to the report submitted to JUH President Maulana Mahmood Madani by Jamiat Ulama Assam, the situation on the ground is very critical. Makeshift shelters housing evicted families are now being demolished. Food and essential supplies are being blocked, and alarming reports of police firing on civilians have emerged. These actions represent a blatant violation of constitutional rights and human dignity, and reflect a level of state brutality unprecedented even during colonial rule.
During the visit, the JUH delegation discovered that on the night of 17 July, in Ashudubi village within the forest area of Paikan, Goalpara, a 17-year-old refugee youth was killed and three others were seriously injured when police opened fire on a peaceful gathering of displaced residents who were demanding access to food, water, and open roads. These people were among thousands who were forcibly evicted on 12 July 2025.
The report highlights that the state administration has effectively laid siege to the affected areas—relief agencies are being denied access, handpumps have been uprooted, sanitation is nonexistent, and women and children are left struggling for drinking water. Although JUH Assam has attempted to distribute food and tarpaulins in some locations, the government’s blockade has made outreach extremely difficult.
The delegation also visited Charakatra, Santoshpur, and Charwabakra in Dhubri district, where more than 20,000 Muslims have been uprooted. Among them are 5,700 registered voters and over 3,500 families who are being forced to resettle on barren sandbanks in the Brahmaputra river—areas with no access to water, shelter, or basic necessities. The evictions are reportedly being carried out in the name of a solar power project backed by corporate interests, while some sections of the media continue to wrongfully label these Indian citizens as "illegal Bangladeshi immigrants," further endangering their plight and dignity.
In light of these findings, Jamiat Ulama-i-Hind demands the Government of India provide immediate food, water, medical assistance, and temporary shelters to all displaced families and estoration of road access to enable relief efforts and support from humanitarian organizations, strict judicial action against police personnel involved in the firing on civilians, immediate compensation and allocation of suitable alternative land to the affected families, an end to the false propaganda branding Indian citizens as “Bangladeshis and halt to all oppressive actions against religious and ethnic minorities in Assam

नई दिल्ली, 17 जुलाई 2025: असम के धुबरी और ग्वालपारा जिलों में हजारों गरीब मुसलमानों के घरों पर बुलडोज़र चला कर उन्हें जबरन बेदखल कर दिया गया है। अब प्रभावित लोग जिन तंबुओं में शरण लिए हुए हैं, उन्हें भी तोड़ा जा रहा है। उन लोगों तक खाने-पीने की चीजों और अन्य आपूर्ति पर रोक लगा दी गई है और लोगों पर गोलियां बरसाई जा रही हैं। यह परिस्थितियां न केवल लोकतांत्रिक मूल्यों का उल्लंघन हैं बल्कि मानवता के खिलाफ खुली बर्बरता भी दर्शाते हैं। यह सब राज्य के मुख्यमंत्री के आदेश पर हो रहा है, जो भारत के इतिहास की सबसे शर्मनाक घटना है, जिसका उदाहरण अत्याचारी अंग्रेज़ी शासन के दौर में भी नहीं मिलता। जमीअत उलमा असम की तरफ से जमीअत उलमा-ए-हिंद के अध्यक्ष मौलाना महमूद असद मदनी को भेजी गई रिपोर्ट में इन बातों का खुलासा किया गया है।

ज्ञात हो कि जमीअत उलमा-ए-हिंद के महासचिव मौलाना मोहम्मद हकीमुद्दीन कासमी के नेतृत्व में एक प्रतिनिधिमंडल ने 15 और 16 जुलाई को इन प्रभावित इलाकों का दौरा किया और एक महत्वपूर्ण रिपोर्ट तैयार की है। मौलाना हकीमुद्दीन कासमी ने बताया कि असम में जो कुछ हो रहा है, अगर हम उसे खुद पर लागू करें, तो जीवन असहनीय लगता है। ऐसा लगता है कि असम सरकार इन लोगों को इंसान मानती ही नहीं है। रिपोर्ट के अनुसार, राज्य प्रशासन ने प्रताड़ना और अत्याचार की हद पार कर दी है। गत रात 17 जुलाई को गवालपारा के पाइकान वन क्षेत्र में स्थित आशोडोबी गांव में पुलिस फायरिंग में एक 17 वर्षीय शरणार्थी युवक शहीद हो गया और तीन अन्य गंभीर रूप से घायल हो गए। यह घटना तब हुई जब 12 जुलाई को जबरन बेदखल किए गए हजारों लोगों ने सड़क खोलने और खाने-पानी की आपूर्ति की शांतिपूर्वक मांग की। प्रशासन ने प्रभावित क्षेत्र की अत्याचारपूर्वक घेराबंदी कर दी है। सहायता संगठनों को प्रवेश की अनुमति नहीं है, हैंडपंप उखाड़ दिए गए हैं, शौचालय की सुविधा न के बराबर है और महिलाएं और बच्चे पीने के पानी के लिए परेशान हैं। हालांक जमीअत उलमा-ए-असम द्वारा कुछ स्थानों पर भोजन और तिरपाल वितरित किए गए हैं, लेकिन सरकारी घेराबंदी के कारण उन तक पहुंचना मुश्किल है।

जमीअत प्रतिनिधिमंडल ने धुबरी ज़िले के चराकतरा, संतोषपुर, चरवा बकरा का भी दौरा किया, जहां 20,000 से अधिक मुसलमानों को उनके घरों से बेदखल कर दिया गया है। यहां 5,700 मतदाता और 3,500 परिवार प्रभावित हुए हैं। उन्हें ब्रह्मपुत्र के बीचों-बीच स्थित एक ऐसे स्थान पर स्थानांतरित होने के लिए कहा जा रहा है, जहां कोई आबादी नहीं है और जमीन रेतीली है। वहां न पानी है, न आश्रय की व्यवस्था, न ही जीवन का कोई नामो-निशान। यह सब गौतम अडानी के सोलर प्रोजेक्ट के नाम पर हो रहा है। दूसरी ओर मीडिया का एक वर्ग इन भारतीय नागरिकों को बार-बार 'विदेशी बांग्लादेशी' कहकर जनता की सहानुभूति खत्म करने की कोशिश कर रहा है, जो गंभीर चिंता का विषय है।

इन परिस्थितियों में, जमीअत उलमा-ए-हिंद सरकार से तत्काल हस्तक्षेप की मांग करती है कि सभी बेदखल लोगों को तुरंत भोजन, पानी, चिकित्सा सहायता और आश्रय प्रदान किया जा सके। रास्ते खोले जाएं ताकि सहायता संगठन प्रभावित क्षेत्रों तक पहुंच सकें, पुलिस फायरिंग में संलिप्त अधिकारियों के विरुद्ध कड़ी कानूनी कार्रवाई की जाए, पीड़ितों को तत्काल मुआवजा दिया जाए और वैकल्पिक भूमि उपलब्ध कराई जाए। बांग्लादेशी के दुष्प्रचार को रोका जाए और अल्पसंख्यकों पर जारी अत्याचार और प्रताड़ना का सिलसिला रोका जाए। जमीअत उलमा-ए-हिंद ने घोषणा की है कि वह कानूनी, मानवीय और सार्वजनिक स्तर पर इन उत्पीड़ित लोगों को हर संभव सहयोग प्रदान करेगी और देश की अंतरात्मा को झकझोरने के लिए हर मंच पर अपनी आवाज उठाएगी।
