RESOLUTIONS TO BE PUT FORTH IN THE 30th GENERAL SESSION OF JAMIAT ULAMA-I-HIND

 

(1) Resolution against Terrorism

The general session of Jamiat Ulama-i-Hind unequivocally declares that Islam is a religion of peace. It is a blessing for the entire humanity. It teaches its followers to live in peace, tranquility, tolerance and to have mutual understanding with all human beings. It opposes any kind of violence and terrorism and considers the killing of innocent people as an unpardonable sin.

At present there is a propaganda to make terrorism synonymous with jihad. This session of JUH condemns all such attempts. Terrorism is absolutely intloreable whether it comes from a single person or from an organisation. The situation becomes more grave if some government agencies are found involved in promoting terrorism. Therefore, it is imperative not to associate terrorism with any particular religion or community.

At present there is a propaganda to make terrorism synonymous with jihad though jihad and terrorism are poles apart. Jihad is basically a constructive phenomenon whereas terrorism is a destructive one. Therefore, misrepresentation of Jihad must be avoided.

This general session condemns suicide bombings and murderous attacks that are targetted at innocent persons, women, children and elderly despite the fact that Islam prohibits targetting them even during wartime.

The whole country should strive to take the misguided and deviated youths of the country to the right path. We should stop them by all means. It is mandatory for us, Indians, to help each other in maintaining peace and harmony in society, and to fight with consensus against social strife and violence. Particularly, the official agencies should perform their duty without any prejudices in mind so that justice should prevail in the society.

This session appeals to all the countrymen that they should independently analyse all national and international events and should not succumb to prejudices for painting them in a particular hue. The bright chapter of Indian history bears testimony that Indian Muslims have always desired to see India a strong, independent, peaceful and developed country. The forces that have prejudices against the second largest community of the country are the biggest impediment to progress. We are determined to foil their nefarious designs. We reiterate our commitment not to tolerate terrorism in any form.

 

(2) Resolution on the recommendations of the Sachar Committee and the Ranganath Misra Commission.

This general session of the Jamiat Ulama-i-Hind demands from the UPA government to stop making lucrative promises and immediately implement the recommendations of the Sachar Committee. The Sachar Committee has submitted its report after analysing the backwardness of Muslims in all walks of life, and has highlighted the government’s apathy towards Muslim auqaf among other things. In view of that, this house resolves to draw the attention of the government to take urgent and effective steps to implement the recommendations of the Sachar Committee. It is imperative for the development and progress of the country that all sections of the society— including the Muslims— should be included in the process.

We demand from the UPA government to implement the Sachar Committee and the Ranganath Commission recommendations in a way that the maximum number of people should get their benefit.

 

(3) Resolution for Muslims reservation

This general session of the Jamiat Ulama-i-Hind expresses its concern on the nominal presence of Muslims in educational institutions and legislative institutions like the Parliament, state assemblies and the village panchayats, due to a persistent discrimination against them. In the recent general election, their representation has drastically dropped as compared to earlier. As per the government figures, the Muslims constitute more than 13% of the Indian population but their representation in various spheres in less than 2%. It has resulted into their extreme poverty and socio-economic and educational backwardness. The discrimination against the Muslims in the official, semi-official and representative institutions has been going on for the last 62 years. Their recruitment in the army, intelligence and other important institutions is almost totally banned. It is believed that discrimination is made against them in the UPSC and other administrative exams too. The Justice Sachar Committee report has proved that the economic, educational, political and social condition of the Muslims in India is worse than that of Dalits. This house therefore demands that:

The Muslims should be given representation in all spheres in accordance with their proportion of population. To ensure this, the constitutional and the legal hurdles, if any, should immediately be removed. The Muslims should be declared the most backward community.

Separate quota should be earmarked for the Muslims OBC sections which are recognised by and listed in the Mandal Commission. Labourer castes of the Muslim community and the backward classes should be treated at par with other Dalits by amending Article 341 of the constitution.

The facilities extended to the non-Muslims weavers and other professional sects by categorising them under the schedule caste category, should be extended to the Muslim community too.

 

(4) Resolution on Communal Violence

This general session of Jamiat Ulama-Hind expresses its deep concern that despite the recurring communal violence in the country, no law for prevention of riots has been introduced so far. The United Progressive Alliance had promised to bring an effective and comprehensive legislation to deal with the communal riots but despite having completed more than 100 days in office in its second stint, has done nothing hopeful in this direction.

In order to avert the communal riots, a law must be introduced to hold higher officials and district administration responsible for the outbreak of violence. This law must also have provisions to provide uniform compensation to the victims irrespective of their caste, creed or community. Protection of life and property of citizens is the prime responsibility of the government, and therefore this house demands from the government to come out with an effective law to combat existing situation so that the life and property of the innocent citizens should be well protected and justice is ensured for the victims.

 

(5) Resolution on Liberhan Commission report

This general session of Jamiat Ulama-i- Hind demands that stringent action must be taken against the charge-sheeted persons involved in the demolition of Babri Masjid. In this regard, Liberhan Commission report has been submitted to the government. But, like many other commissions, it too seems to be put into the cold storage. The central government should take punitive action against the perpetrators so that the citizens’ faith is reposed in the constitution and the judiciary. It is necessary to send out the message that no individual is superior to the law, and whoever negates it, will be dealt with an iron hand.

This house demands that according to article 34 of the Investigation Act 1952, the Liberhan Commission report must be immediately placed in the Parliament.

 

(6) Resolution against Delhi High Court judgment about homosexual relations

This grand session of Jamiat Ulama-i-Hind, while expressing deep concern over the Delhi High Court judgment about homosexual relations, takes strong exception to de facto policy of the government and the concerned officials. Laws are meant to safeguard human society and its culture. They are not for creating sexual anarchy and recognition of debauchery. It is a matter of regret that a few persons under the influence of decadent trends of the western culture have been writing and supporting this unnatural act in the media for a long time.

The Delhi High Court, by declaring the article 377 as unnecessary and by legalising such immoral behaviour as homosexuality, has paved the way for disastrous trends in society and has virtually pushed the society to the threshold of destruction. It also regrets that a large section of the media— barring the Urdu media— is welcoming supporting the court’s decision. However, it is a matter of satisfaction that religious leaders of all the communities have unanimously condemned and criticised this decision.

This house declares homosexuality as unnatural, accursed and a deviant behaviour that would irreparably damage the human social fabric as the two people of the same sex are in no way able to contribute to the procreation of human race. It may augment chronic spiritual and physical diseases. Therefore, this house demands from the central government that:

Article 377 should not be amended.

A clear stand should be taken about the Delhi High Court decision.

We appeal to all individuals, organisations and institutions, irrespective of their religion and caste, to make every possible effort to avoid the social crisis likely to arise due to the immoral sexual behaviour.

This grand session of Jamiat Ulama-i-Hind congratulates and appreciates those organisations and parties which are opposed to the sexual anarchy that may result due to the Delhi High court judgment.

 

(7) Resolution on Women’s reservation bill

It is necessary to provide equal opportunities of development and progress to those sections and communities who are lagging behind. Provision of reservation is one of the measures that can be taken for it. But 33% reservation for women is uncalled for. If this bill is passed in its present form, it will further diminish the presence of minorities, especially Muslims, and Dalits. It will benefit only the affluent, will augment inequalities and fail to serve its purpose. Such a desperate attempt to bring women into the mainstream will create various other social problems issues including their security.

With that in view, this general session of Jamiat Ulama-i-Hind declares the Women’s Reservation Bill in its present form unnecessary as well as unacceptable.

 

(8) Resolution for establishment of makatib in backward rural areas

This general session of Jamiat Ulama-i- Hind feels it very necessary to establish makatib (religious institutions) in backward rural areas of the country. In remote rural areas, ignorance of religion is very common in the Muslim society. There are many who can not recite even the kalema. Children getting education in common schools are usually not aware of the basics of the religion. There is information of the prevalence of polytheism in their society. They are unable to distinguish between the right and the wrong. With that in view, this general session of Jamiat Ulama-i-Hind emphatically appeals to all the Muslims to make efforts to establish makatib in backward areas where at least primary religious education should be imparted. In such religious institutions, arrangements should be made either for full time classes or morning and nightly classes. This session emphatically appeals to all educational institutions to devote ten per cent of their budget for setting up makatib and running them in an effective manner.

 

(9) Resolution to fight against turncoat activities

This general session of Jamiat Ulama-i-Hind warns against the apostasy movements launched by Qadyanis and other elements.

Evangelists of Qadyani and other misguided factions are trying to turn Muslims of Assam, Manipur, Tripura, Bengal, Tamil Nadu, Andhra Pradesh, Rajasthan and Kashmir into turncoats by providing them the means of luxuries to all types. They mostly trap those who are ignorant of the teachings of Islam, and lure them in the net woven of the dreams of better job opportunities, availability of cash and easy loan. Incidents of unrest and disorder are also taking place due to the Qadyani activities. Jamiat Ulama-i- Hind does not deem it appropriate to take any action by taking law in hand, but it surely would like to alert Muslim masses not to be deceived by them.

There is a need to confront such movements with full preparation; therefore, the Imams of mosques and Ulama should alert the Muslims from these turncoats. All Indian Majlis-e-Tahaffuz-e-Khatm-e-Nuboowat has already been established in Darul Uloom, Deoband. Collective efforts should be made in the affected areas by contacting this organisation. This session of Jamiat Ulama-i-Hind appeals to all Muslim institutions, madarsas and charitable organisations to organizs meetings, conferences and training camps for Ulama so that the belief of Muslim brethren could be saved.

 

(10) Resolution for the revival of Deeni Talimi Board

This grand session of Jaimiat Ulama -i-Hind deems it necessary to infuse fresh spirit in the Deeni Talimi Board run by the Jamiat. At present, tendency towards modern education is increasing, whereas a great part of the Muslim community is appearing to be ignorant of the teachings of Islam. Therefore, an educational board capable of catering to the modern aspirations is the need of the hour. The following proposals should be started under this board:

All makatib should be affiliated to this board that shall prepare and regulate a uniform syllabus.

Course books and literature shall be provided in various languages.

Institutions should be established for adult education in an organised manner. In this connection, Jamiat Ulama-i- Hind has decided to struggle in every possible way. Initial steps have been taken in this direction. Meetings have been organised to discuss important aspects for its revival. Yet, more efforts are required. 

This session appeals to all the members of the Jamiat to co-operate in this direction.

 

(11) Resolution on unity of Muslims, Dalits and other minorities

This general session of Jamiat Ulama-i-Hind believes that unity of Muslims, Dalits and other minorities is an important need of the hour. If they stand united they can have effective stake in power. This can’t be overlooked that by ignoring the Dalits and Minorities of the country, this country can never make any progress and this situation has given rise to a microscopic section of neo-rich and an imbalance in the use of economic resources. It has generally been observed that during the spate of communal violence in various parts of the country, Muslims and Christians are targetted and the tribals and Dalits, who are bereft of resources, are used for this purpose. This house therefore:

Urges upon the minorities to come closer in their social behaviour and bring a solid unity amongst themselves.

In view of the special situation in the country, we feel that the life and teachings of the Prophet Mohammad (peace be upon him) be promulgated extensively.

The movement started by Jamiat Ulama-i-Hind under the leadership of its late leader, Maulana As’ad Madani, for maintaining better relations among Dalits and Muslims, and for ending social differences (under which a programme of social interaction and common eating was launched), should immediately be revived. Being Muslims, we should come out of the false notions of social superiority.

Rather in a way, Indian Muslims and Dalits are similar as both are oppressed and deprived. Therefore, the unity among Muslims and Dalits is natural. Besides, cooperation with other minorities is also essential.

With that in view, this session appeals to all Indians to promote bilateral relations among themselves and create friendly atmosphere.

 

(12) Resolution on Muslim Awqaf

This general session of Jamiat Ulama-i-Hind strongly expresses its concern that despite implementation of Awqaf act 1995, illegal tempering with and unlawful encroachment on the waqf properties is still going on. Neglecting the intentions and the will of the donor, the income of the waqf properties is being exploited for personal benefits.

The safety of Muslims wakf properties and the income received out of that and its proper utilisation has always been on the agenda of the Jamiat-Ulama-i-Hind and it has always stood for that cause. We feel that the Awkaf Act of 1995, has also lost its utility owing to the bureaucratic apathy and prejudices. Consequently, encroachment on the wakf properties is still going on unchecked. The Sachar Committee had also taken serious notice of this aspect and a recently constituted parliamentary awkaf committee, created for the sole purpose of safety and protection of wakf properties, has also expressed its concern on this sorry state of affairs.

More shockingly, Muslims themselves are also found indulged in the encroachment and damaging the wakf properties. In view of that, Jamiat-Ulama-i-Hind demands from the central and state governments:

That the Wakf Act 1995 should be honestly and strongly implemented after making suitable amendments, and the wakf properties, which are valued in billions, be properly managed as per the will of the dowers.

All the wakf properties be exempted from the Rent Control Act and it shouldn’t be left merely on the discretion of the bureaucrats. This house also feels that a conference be convened to point out and discuss the shortcomings of the Wakf Act and its recommendations be presented to the government.

The Wakf Act should be suitably amended to get the wakf properties vacated as per the pattern of the Public Property Act.

The function of the Muslims awkaf be remodelled on the pattern of the gurudwara prabandhak committees.

 

(12) Resolution to protect Islamic Identity and social reform movement

Degeneration in the Indian society has affected every community. Muslim community in particular, has been the target of various cultural malpractices. They indulge in superstitions and rites passed on by the age of ignorance. It is a fact that decline of the ummah is due to reckless avoidance of Islamic rules and social values. All religious injunctions are given up for the sake of material desires. It is therefore duty of all Muslims, especially the ulama, to devote themselves for amr bil maroof and nahi an’il munkar (command for good deeds and negation of objectionable practices). The following means and measures would be useful in the regard:

Social reform committee should be set up in every village and town. Muslims should be convinced for regular practice of namaz and keeping fasts during the month of Ramadan. Youths should be persuaded to practise salam, don their Islamic identity and create religious atmosphere at home. The committee should organise meetings and conclaves occasionally.

The committee should hold its meetings every month and reports, including its minutes of activities, be dispatched to the central office of Jamiat Ulama-i-Hind.

On the appeal of JUH, 10-days-long social reform movements should be celebrated with full enthusiasm.

Through these programmes, individual meets and literature, people should be urged to avoid watching cinema, television and other moral killing things. Solution being propagated to prevent Aids is itself the root cause of sexual anarchy. In this connection, application of Islamic teaching is the best solution.

Different methods should be employed in the fight against extravagance on the occasions of marriage and other social functions. The practice of dowry should be eliminated.

Social reform movements should be regarded as a religious duty. Youths should be urged to join the movements. There is a growing tendency in youths towards drugs. Promiscuity and vulgarities are on the rise. The situation is very distressing. Muslims are being tempted towards the western culture. This has created crisis of Islamic identity. These evils have to be fought against vigorously through campaigns under the constructive programs of Jamait Ulama-i-Hind and Imarat-e-Shariah.

 

(14) Resolution on Palestine

This general session of the Jamiat Ulama-i-Hind while standing for the interests of Palesine, strongly condemns the barbaric attacks and the killing of innocent Palestinians by Israel. The house is also concerned about the activism of the Israeli government to destroy the economic resources of Palestine state and to deprive the Palestinian people from the basic necessities of life. We also believe that Israel’s strategy towards Palestine is creating hurdles in the way of peace and the establishment of a stable government in Palestine. The UNO has also condemned on October 17 this year Israel’s barbaric action and war atrocities against the innocent Palestinians perpetrated in January this year.

This house, while condemning Israel’s attempts to delibrately sabotage the peace, appeals to the international community, especially western governments and institutions and the UNO to honestly strive for restoration of peace in the Middle East. We also register our protest on the excavation of land and recent construction made near the Mosque Al-aqsa as it may endanger its safety. Israel’s aggression on Palestinian people shouldn’t be tolerated while relying on the promises of America. All peace-loving forces of the world and leaders of Arab countries should pressurise America for ensuring establishment of independent sovereign Palestine state so that peace could be maintained in the region. The Concept of unarmed Palestine state is tantamount to further insulting an independent people and shall be regarded as a nefarious design to enslave them. Declaration of the president of America about Palestine in Cairo is nothing but a mere promise unless it is translated into action. Only verbal promises can not heal the wounds of people of Palestine. We therefore strongly demand from the government of India:

To continue with the previous policy towards Palestine and to play an active role in solving the problem and stopping the genocide of the Palestinians.

The international community and the UN are appealed to pave the way for the establishment of a stable, sovereign state of Palestine.

Every hurdle in the way of providing basic amenities to the Palestinians should be removed immediately.

Israel should be challanged in the International Court for war atrocities perpetrated by it in Gaza.

This house appeals to Hamas, Al-Fatah and other Palestinian organisations to put their mutual difference aside and unite for the cause of a sovereign state of Palestine.

 

(15) Resolution on American barbarism against the people of Iraq

This general session of the Jamiat Ulama-i-Hind strongly condemns the barbaric activities of America and its allies against Iraq. It also expresses its concern over the day by day increasing problems of the people of Iraq and most of the Muslim countries’ apathy towards the situation in Iraq.

We feel that America and its allies have perpetuated a reign of terror against the innocent citizen of Iraq in the name of giving them freedom, peace and democracy. We are sorry to note that nothing has been achieved and, contrary to that, the country has been pushed into anarchy, terror and social crisis. Literacy rate in Iraq has declined drastically and the path to education for children look blocked in the present situation.

The new American government led by Obama had planned to withdraw the army gradually, but with the passage of time, no change in the condition has been reported. With that in view, this house demands from international community and the United Nation:

To cooperate in the formation of a democratic government based on the desire of people of Iraq, so that peace can return in the region.

Power should be handed over to the citizens of Iraq and the intruders should immediately leave the country.

 

(16) Resolution for the establishment of modern educational institutes

This session of Jamiat Ulama-i-Hind strongly feels that the Muslims of India are highly backward in the realm of modern education. It is the main cause of their socio-economic backwardness. A section of Muslim students who get admission in the government and semi-government common institutions for modern courses, get isolated and sometimes become unaware about their Islamic values. It is therefore necessary for the competent Muslims to establish;

As many primary, secondary, higher secondary schools and colleges as possible

To establish professional and technical institutions. (Jamiat has taken an initiative in this direction and Mahila P.T.C. College, Jamiat Women Vocational training centre, Jamiat Children Village, Madni Girls Hostel, Shah Zakaria Haji Peer English Medium Primary School, Shah Zakaria Haji Peer Gujrati medium Primary& secondary schools have started providing education).

Only the existing modern syllabus should be taught along with a special arrangements for providing education about religious studies under Islamic atmosphere. Special arrangements for the training of teachers should be made to achieve this aim.

To establish non-residential modern educational institutions for girls’ education is essential and to carve out a special syllabus for them which should be completed within six years. On completion of 10 years of age, complete shariat norms should be observed while continuing their education.

 

(17) Resolution against American aggression in Afghanistan

This general session of Jamiat Ulama-i-Hind strongly condemns the terror launched by the United States of America and other powers in Afghanistan in the name of crushing ‘terrorism’ Their presence in Afghanistan is against the international laws. Their unlawful presence and action there has greatly disturbed the sovereignty of countries like Iran and Pakistan. Their desire to have a control on the natural wealth and resources has totally destroyed the economy and education of the country and the future of the people is in darkness. The anger and anguish of the people is increasing day by day. Restoration of peace has been reduced to mere resolutions and discussions. Practically nothing suitable has been done so far to stop increasing attacks on innocent citizens. Increase in foreign army caused severe provocation among the residents of the country and lead to backlash.

It is a matter of great regret that New Obama regime instead of taking effective steps for promotion of stability and peace in the region has rather decided to send more troops. This session of Jamiat Ulama-i-Hind appeals to the developing countries, the countries affiliated to Non-Alignment Movement and all those peace loving countries who are desirous of peace, to come to fore to confront the aggression launched by the USA and its allies. They should facilitate the formation of a democratic government there.

 

(18) Resolution for organisational stability

This general session of Jamiat Ulama-i-Hind deems it necessary to stabilize the organisational structure. It would like to grab your attention to the fact that progress of a Jama’at depends on its devoted workers. However elevated the objectives of a Jama’at may be, if its organizational structure is not robust, it can never put its vision in practice. Therefore, it requests all members and associates to pay attention to strengthening Jama’at’s organization, and no organization can become stable until it pays full attention to its constructive programs. For the elders of our Jama’at, the constructive programmes were so important that they were made a part of the fundamental constitution in a proper way as they are mentioned under the clauses 19,28,37,41 of the constitution. These very constructive programs are the real spirit of our Jama’at and the units that put them in practice properly; they earn unparalleled acclaim and acceptance of both the masses and the elites. This Session appeals to all functionaries, workers and well-wishers of the organization to tray their best for stability of the organization.

 

(18) Resolution to discuss merits and demerits of the proposed central madarsa board

This general session of Jamiat Ulama-i-Hind feels considers the proposed Central Madrasa Board another attempt by the governmnet to interfere in the madrasa education system. This move is likely to dilute the identity of madrasas, their aims and objectives, and would destroy their spiritual character as well.

A commission formed by the UPA government has recommended the formation of a madrasa board on the lines of CBSE. The commission has tried to clarify that affiliation to this board shall be optional and there shall be no interference in their functioning. Actually the situation turned out to be contrary to the assurance. The madrasa boards formed in different states and the madrasas affiliated to them have shown deterioration in the standard of education. Madrasas were found to have lost their link with their social circle. The teachers lost interest in teaching. They started running for jobs. Anybody may go and see the situation prevailing in Madrasas affiliated to the state madrasa boards. The condition of central Madrasa Board shall be no different.

Madrasas are said to be the fortresses of Islam and the springs of religious and spiritual benefits. However, some forces inspired by western agencies have been conspiring to deviate the madarsa system from its main goal. This session feels that by setting up the central madrasa board and by merging madrasas with modern educational institutions the government wants to deviate the madrasas from their primary goal and direction.Such a move is tantamount to interfering in the constitutional rights and religious practises of the Muslims. Therefore, This session demands:

The government must avoid setting up Madarsa board.

If the Government is really serious about Muslims’ backwardness, it should open modern schools and institutions in Muslim populated areas, recognise and provide funds for educational institutions established by Muslims and should restore the minority character of the Aligarh Muslim University and Jamia Milla Islamia University.

 

(19) Resolution on Vande Mataram

This grand session of Jamiat Ulama-i-Hind while expressing deep concern over communal hatred and violence exploiting the issue of Vande Mataram, and condemns the provocative activities in this connection. For some time, Vande Matram is being exploited for targeting Muslims. On the pretext of an edict of Darul Uloom, Deoband, attempts are being made to fan hatred in Deoband and its outskirts. In a provocative manner, the effigy of Darul Uloom Deoband was set on fire.

This house of Jamiat Ulama-i-Hind would like to clarify that patriotism does not require singing Vande Matram. We love our country and have proved this several times, but Vande Mataram violates our faith in monotheism that is the foundation of our faith. We can love and serve our country, but cannot elevate it to the status of Allah, the only one worshipped by Muslims. We love and respect the mother, but do not worship her. The fatwa of Darul Uloom is correct. The judgment of the Supreme Court also clearly states that nobody can be compelled to sing Vande Mataram. This house demands that the issue of Vande Matram not to be deliberately raised for causing communal discord and threat to law and order.

 

(21) Resolution for the revival of Markaz-e-Da’wat-e-Islam

This general session of Jamiat Ulama-i-Hind feels that providing healthy literature to the community is a great need of the hour. Considering the rapid pace at which educational movements are spreading today, we are feeling the need of fresh literature at every step.

It is our duty to fetch reformative and religious information to people in the context of the new age. In this connection, Jamiat Ulama-i-Hind feels it necessary to reactivate its old department of Markaz-e- Da’wat-e-Islam.

 

(22) Resolution on demand of constitutional protection for Muslim Fund

Jamiat Ulama-i-Hind has been running interest-free welfare institutions namely “Muslim Fund” based on directives of Islam for 40 years. This General Session of Jamiat Ulama-i-Hind demands from the government to provide constitutional protection to such institutions.

 

(23) Resolution on the formation of a central board for the Muslim minority schools

According to the the Sachar Committee findings, the most potent measure for the uplift of the Muslim community and take it out from educational backwardness is to provide more facilities and adequate funds to the Muslim minority schools apart from giving special relaxation in their curriculum and courses so that the Muslim children who are unable to get on with their education should be able to get the necessary modern education and training. The general session of the JUH urges all its units and other Muslim educational institutes to take practical steps for the establishmnet of more schools to provide modern education to Muslim children in Islamic atmosphere. An awareness campaign should also be launched.

This session also appeals to the government to establish a central board of education where Muslim schools and educational institutes—especially the ones that can not abide by the strict norms of the existing boards— can get easy affiliation. This board should be responsible for formulating and implementing the curriculla for subjects like maths, science, English, social sciences and computer for classes first to twelve. The courses should be formulated according to the special needs of the students.

From classes first to eleven, exams should be held in the schools themselves.The board should give grant to a school in proportion to the number of students enrolled. The grants should be used for paying salaries of the staff and other day to day expenditure. Schools should be responsible for the construction and maintenance of their buildings.

This board should be an independent institution like the other boards such as CBSE, and governed by a body of Muslim scholars and educationalists. The relation between the board and the affiliated schools should be based on the principles of partnership.

 

(24) Resolution on India’s changed foreign policy towards Israel

The general session of the Jamiat Ulama-i-Hind expresses deep concern over India’s foreign policy regarding Israel. The Non-Alignment policy adopted by the first PM of India, Pandit Jawaharlal Nehru was best suited for the security and development of a democratic country like India, and was imperative in upholding the values of justice and impartiality. But unfortunately there has been a deviation from that policy in the last few years under the pressure of the new world order. This deviation from the Non-Alignment would undermine the sovereignity of the country, especially to maintain cordial relations with a terrorist country like Israel is dangerous for the future of India.

We urge the Indian government to review relations with Israel and its policy towards the Palestine issue. The Indian government must not turn its back on justice and should play active role in restoring peace in Palestine and giving the Palestinians their due.
