Resolution Adopted by General Council of Jamiat Ulama-i-Hind

held on Sept 12, 2019 at JUH Headquarters, ITO, New Delhi-110002.

The meeting was chaired by Hzt. Maulana Qari Mohammad Usman Mansoorpuri, President, Jamiat Ulama-i-Hind.

The General Secretary Jamiat Ulama-i-Hind Maulana Mahmood Madani presented these resolution which was ratified by the Members of General Council.

 

 RESOLUTION ON KASHMIR

This meeting of General Council of Jamiat Ulama-i-Hind, in the light of the resolutions adopted by its executive and general councils persistently in the past, reiterates its unflinching stand that Kashmir is an integral part of India and that all Kashmiris are our compatriots. Jamiat Ulama-i-hind has always stood steadfastly for the unity and integrity of the country and has accorded it the paramount importance. As such it can never support any separatist movement rather it considers such movements harmful not only for India but for the people of Kashmir as well.  

However, we are not unmindful of desire of Kashmiri People, their self-respect and the demand of preservation of their cultural identity. We feel it our national duty to protect their democratic and human rights. Nevertheless, it is our firm belief that the welfare of the people of Kashmir lies in getting integrated with India. The inimical forces and the neighboring country are bent upon destroying Kashmir. The oppressed and beleaguered People of Kashmir are stuck between opposing forces. The enemy has made Kashmir battlefield using Kashmiris as shield which makes it the biggest hurdle in rescuing the people from the impasse. It is in the interest of the people of Kashmir that this situation must change. The current situation poses threat not only to Kashmir but to the entire region. The situation demands that we launch peaceful initiatives to maintain peace and security in the region especially in view of the repercussions of clash of atomic powers. .

In the light of the current situation, Jamiat Ulama-i-Hind appeals to the Government of India that while respecting the human rights, it must protect the life and property of Kashmiri people and use every possible constitutional means for bringing back normalcy in the region and winning the hearts of the people of Kashmir.

 

RESOLUTION REGARDING NRC

The General Council of Jamiat Ulama-i-Hind expresses its satisfaction over the publication of final NRC list in Assam. NRC exercise conducted under the supervision of Supreme Court has exposed sinister design of those forces who were targeting indigenous Muslims over this issue. It is hoped that final publication of NRC list will help resolve vexed issue of illegal infiltration and stop harassment of indigenous population in the name of being foreigners.

JUH reiterates its firm resolves to provide legal assistance to those whose names have been missing from final NRC list.

Meanwhile the Home Minister of the country has expressed its intention to conduct NRC exercise pan-India and subsequent notification of the Home Ministry regarding registration of citizenship has created much confusion in the country. In this regard, Jamiat Ulama-i-Hind wants to make clear that this is not NRC on Assam-pattern but this exercise is called NPR which is meant to prepare an inclusive register of every citizen of the country. This exercise is conducted as per the law of the land, therefore it should be considered as mere one of the common official activities.

But in this context, it is the call of the time that we all should correct our name and name of our father in voter list, Adhar card, Passport and Passbook, Ration card etc. The Election Commission of India has launched drive for correcting name and other entries during period of the first of September till 15th of October 2019. Jamiat Ulama-i-Hind instructs its all units to hold workshop in their respective area and create awareness en-mass about the issue. For this, any help can be sought from Mobile App NVSP, General Service Center ERO, CSC office. One can seek help from by calling Voter Help Desk 1950 about whether name is included the voter list.

RESOLUTIONS REGARDING ISLAMIC MADARSA

In the light of the current situation, this General Council of Jamiat Ulama-i-Hind appeals to the office bearers of madarsa to adopt and impart modern education to the madarsa students. It will protect madarsa from undue criticism and will help in achieving their basic goal. Thus while retaining basic structure of its curriculum, the office bearers of madarsa should include and impart modern education upto higher secondary level in their madarsa.

  

RESOLUTIONS REGARDING JAMIAT SADBHAVNA MANCH

In light of article (8) of the Jamiat’s Constitution (Social services), it is instructed to the every local unit of JUH to ‘form Jamiat Sadbhavna Manch’ in their respective areas comprising of 11 mumbles. Half of the members shall belong to non-Muslim community.  The Manch should include Active members of JUH and others irrespective of their religious affiliation.  This manch will hold meeting monthly-wise and ensure participation of non Muslims in the meeting.

In light of article 8 of the Jamiat’s Constitution, the following joint action shall be undertaken:

  1. To hold a joint meeting of different religious denomination
  2. To launch joint struggle on civic matters.
  3. To serve laborers, farmers and weaker sections of the society.
  4. To extend help and assistance to orphans, widow and handicaps etc.
  5. To launch joint struggle against drug addiction and irresponsible sexual behavior etc.
  6. To resolve sensitive contentious issues peacefully and amicably likes cow slaughter, use of laud speaker in places of religious worship and use of public places for worship etc.

 

RESOLUTION REGARDING RELIGIOUS EXTREMISM

For the past few years, some elements of majority community have been indulging in spreading religious extremism and trying to impose a particular hegemonic culture in the India society that is causing restlessness and disturbing peace and amity among the members of a section of society.  There are several cases of mob lynching against the minority community in the different parts of the country that is a blot upon our country.

Therefore this General Council of JUH while condemning such heinous crime, demands that such incidents shall be checked immediately and follow the instructions of the Apex Court in letters and spirit to root out this menace from the society. Otherwise it will cause great harm to the nation and community.

 

RESOLUTION REGARDING MAKING CHANGES IN UAPA ACT 2019

The General Council of JUH expresses grave concern over the enactment of UAPA Act 2019. Certain Provision has been made while making changes in the Article 35 of the constitution and certain clause has been inserted that is against the basic spirit of the Constitution, Internationally accepted covenants and contradictory to the many judgments of the Apex Court. This law empowers different agencies of the government with an absolute power to categorise any individual as a terrorist which is antithesis to person’s freedom guaranteed in the Constitution of India. It is feared that this law shall be grossly used to settle political and religious scores.

India is not a police state but a democratic one that is guided by the Constitution. Freedoms of opinion and religious freedom have been given to in the Constitution. Therefore any laws that infringe upon basic rights of the citizen shall be not be condoned. We support enactment of stringent law against terrorism but in the light of the experience of the last 15 years, if the government wanted to review of the law, it should have reviewed negative effect of this controversial law and should have held irresponsible behavior of the police and different agencies that have been destroying lives of several youths on flimsy terror charges etc.
